When creating an administrative connection to an older version of ArcGIS Server in ArcMap or ArcCatalog, the following error displays:
【错误原因】
ArcGIS Server 10.0 or older versions cannot be administered using ArcGIS for Desktop version 10.1.
Administrative connections can only be made with ArcGIS Server and ArcGIS Desktop products that are on the same version.
Please note this is a generic error message so it could have other causes.

1、打开安装目录“ArcGIS\Server\framework\etc\service\logs”，查看service.log日志文件下的内容，如果看到“The JAVA_HOME environment variable is not defined correctly.”日志信息；
2、打开任务管理器，查看java进程，如果没有，可以确定是被杀毒软件误删了“ArcGIS\Server\framework\runtime\jre\bin”下的系统文件。
3、解决方式如下：找一个安装了相同版本arcgisserver的电脑，拷贝bin文件夹下的全部内容，替换自己安装目录下的bin文件。注意要先做好备份，防止替换后server服务无法启动。万一碰到不能启动的情况，再把备份的文件替换回去即可。
