Operations Dashboard for ArcGIS prompts the user for the organization's credentials for all maps, including those shared to the public (everyone). Anyone with whom the link is shared is required to sign in to the organization to open the Operation View.
If the user shares a link to an operation view with users who do not yet have Operations Dashboard installed, share with them the link to open the operation view in the Windows application (the link provides a shortcut to install). If Operations Dashboard is already installed, the operation view can be opened directly. The user is required to sign in to open the operation view.
As of 19 August 2014, this is the designed behavior.
