No, it is not possible to access the Traffic Counts data in ArcGIS Online. However, users can obtain the Traffic Counts report through the following methods:

• Business Analyst Online (BAO)
• A separate data purchase
• Similar reports generated through the Esri Insights web mapping application with ArcGIS Online for Organizations credentials

To obtain the Traffic Counts report, the BAO account must be licensed under a Standard or Premium license. The data is not accessible under Basic licensing.

Esri Insights is a free web mapping application that can be obtained from the ArcGIS Marketplace and used with an ArcGIS Online subscription.
