PublishingTools无法启动

arcgis10.2发布地图失败，发现Publishing Tools无法启动，报错内容如下；
Service failed to start
System.PublishingTools.GPServer:
DESKTOP-0KMKE1M
Service startup timeout.

    可以按照如下方案试下：
    1.在程序-打开Configure ArcGIS Server Account，按照界面指导配置ArcGIS Server 的账户

    2.启动PublishingTools看是否解决
