创建site失败
无法创建站点，出现错误：
Failed to create the site. com.esri.arcgis.discovery.servicelib.AGSException: java.lang.Exception: java.lang.Exception: The server was unable to access the URL ''http://PIPESERVER:6080/arcgis/services''. Please check your firewall and security settings.

1. 给用户远程，查看了用户的环境,环境是符合操作系统需求的。
2. 检查了用户的许可等情况是有效。
3. 多次重新安装，同样出现上面的问题
4. hosts文件中做了相关的映射
最终通过重新安装且安装的server accout和登录操作系统的账号和密码保持匹配。创建site成功。
