Error 1718. File FileName was rejected by digital signature policy.
类似的错误也可能同时显示：
"The installation of <installation location>\ArcGISServerDotNet931.msp is not permitted due to an error in software restriction policy processing. The object cannot be trusted."
或者
"1706 The installation source for this product is not available. Verify that the source exists and that you can access it."
这个报错发生在安装一个ArcGIS .msp 文件的时候，例如SP补丁和9.3.1更新。
原因： 如果windows installer的程序没有足够的连续虚拟内存来验证这个.msi安装包或者.msp安装包是正确签署的情况下，就会产生这个错误。
解决方法： Windows Server 2003有一个可用的修复。
查看下面关于Microsoft技术文档以及Windows Server 2003修复补丁的相关信息。
1. 完全退出ArcGIS Service Pack安装程序。
2. 使用下方链接下载并安装Microsoft hotfix。
3. 重启电脑。
4. 安装ArcGIS Service Pack.
注意: 这个问题同样也会发生在安装有Windows XP的系统上。但是Microsoft并没有发布关于这个问题的修复补丁。
