原因： 这个错误是由于与 ArcGIS Server 安装的 Web站点相关的 ASP.NET 版本不正确引起的。

解决方法： ArcGIS Server for .NET 需要ASP.NET(或.NET Framework)2.0或更高版本被安装，并且要与安装的ArcGIS Server Manager站点关联。文档提供了帮助以确保正确的ASP.NET版本与ArcGIS Server Manager 关联。
