原因： 因为ArcGIS Desktop 是32位的应用程序，它不能应用于64位的库文件。
解决方法： 在64位操作系统中，卸载64位Oracle的客户端，安装32位Oracle客户端，确保与 Oracle 客户端的版本与 Oracle 数据库的版本相匹配。
