原因： 被请求的资源不支持请求的方法。
解决方法： 不能在浏览器中通过http://servername:8399/arcgis/ ... erver，使用soap方式直接访问服务。
一些支持的GIS客户端，比如ArcGIS Desktop和ArcGIS Explore,不能直接访问服务，要求和本机上Web mapping application一起工作。当通过浏览器访问地图服务时，Web mapping application也被当成客户端使用。
