Using a full Oracle client to upgrade an Oracle geodatabase with the syntax ‘sde: oracle11g:TNSNAME’ returns the following error message:
“Cannot upgrade a user schema geodatabase when the master schema geodatabase is at a previous release. The master schema geodatabase must be upgraded first.
ERROR: Geodatabase schema object install not completed (-522)."

Change the connection syntax from ‘sde:oracle11g:TNSNAME’ to the Transparent Network Substrate (TNS) name in the Instance text box.
or
Modify the sqlnet.ora file on the client machine to connect to the geodatabase with the Easy Connect string, and upgrade the geodatabase.
