Why does the message "Warning! Missing prerequisites" appear when installing ArcGIS for Windows Mobile 10.1.1?

Windows Mobile Device Center is required to connect to the hand-held device. If it does not exist on the system where Windows Mobile 10.1.1 is being installed, the following warning message appears.
Complete the installation of ArcGIS for Windows Mobile 10.1.1 and then install Windows Mobile Device Center. After installation, the the option to install to the hand-held device is available.
