Windows 10 has been tested and certified with ArcGIS 10.3.1 for Desktop.
ArcGIS Pro is not currently certified for production use on Windows 10.
Esri anticipates supporting Windows 10 at ArcGIS 10.4 for Desktop and ArcGIS Pro 1.2, which are scheduled for release in Q1 2016.
With ArcGIS for Server Windows is supported for basic testing and application development use only. Windows 10 has currently not been tested and certified with ArcGIS for Server.
Certification of the ArcGIS Runtime SDKs for .NET, Java, and Qt is in progress. There are two parts to this effort. Firstly, development environments we support today will still be supported on Windows 10. Secondly, with the ArcGIS Runtime SDK for .NET only, Esri expects to support the SDK using the 10.2.6 Windows Store API with Visual Studio 2015 in a Windows 10 Universal application.
We will continue to post updated information regarding Windows 10 support to this KB article and to the System Requirements pages when the information becomes available.
Licensing Issue
For those running ArcGIS 10.3.1 and upgrading to Windows 10, when launching ArcGIS for Desktop, ArcGIS Administrator, or ArcGIS License Manager, the following error message may be received:
"The ArcGIS Server Administrator has detected that your license have become untrusted. This can occur when a machine hardware configuration has changed or licenses have been restored from a backup. Please click the 'Repair' button below to repair your untrusted licenses."
If this occurs, follow the procedure listed below.
Procedure
If Trusted Storage is in an 'untrusted' state, it must be repaired. Each license is allotted a set number of repairs to accommodate the vast majority of deployments under normal conditions.
1. Open ArcGIS Administrator (or ArcGIS License Server Administrator) and navigate to the Authorization folder from the left panel.
2. Under 'Version', select the version of the authorized software, and click Repair.
3. Once the repair is complete, confirm the availability of the licenses by selecting Availability from the left panel.
*If the repair operation fails, proceed to Step 4.
4. Ensure that any license numbers or provisioning files necessary for reauthorization are available for use. If Concurrent Use licenses are being used, note the quantity of each license as well.
5. From ArcGIS Administrator (or ArcGIS License Server Administrator), select 'Authorization' from the left panel, and click 'Deauthorize'.
6. When the Software Authorization Wizard opens, select which deauthorization method to use, and click Next.
7. Under 'Deauthorization Options', ensure all licenses are selected. Click Next.
8. Once the Software Authorization Wizard has successfully deauthorized the licenses, click Finish to complete the process.
9. To reauthorize the licenses, select Authorization again from the left panel of ArcGIS Administrator (or ArcGIS License Server Administrator). Under 'Version', select the needed version type, and click 'Authorize Now'.
10. When the Software Authorization Wizard opens, proceed with the authorization process. Upon successful authorization, the licenses appear under the Availability section of the ArcGIS Administrator (or ArcGIS License Server Administrator).
