ArcGIS Earth 1.0 Beta unnecessarily installs Window Store ARM platform DLLs that may interfere with 32-bit Windows applications that are installed after the beta is installed.

This article contains information on how to detect and repair Windows Store DLLs installed with ArcGIS Earth 1.0 Beta that cause this problem.

Software impacted includes ArcGIS 10.4 Desktop, ArcGIS Reader 10.4 and other 32-bit Windows applications and extensions built with Visual Studio 2013 that reference the Microsoft C Runtime, and that were installed after ArcGIS Earth 1.0 Beta.

If ArcGIS Earth 1.0 Beta is installed and errors are experienced during the install of ArcGIS 10.4 for Desktop Prerelease or Final, or if the ArcGIS License Manager and ArcMap 10.4 won't run, the instructions provided describe how to detect and repair an issue related to installs of ArcGIS Earth 1.0 Beta.

ArcGIS Earth 1.0 Beta installs a set of Microsoft signed DLLs for 32-bit applications that are not used by ArcGIS Earth 1.0 Beta, but which may be referenced by other applications. The version of the DLLs installed are Windows Store ARM platform DLLs that do not operate on non-ARM platform machines. Issues only occur if the DLLs did not exist on the machine before ArcGIS Earth 1.0 Beta was installed, and in that case, only affect applications that were installed after ArcGIS Earth 1.0 Beta, which was available from October 19 through December 17, 2015.

Specific issues and errors that may be observed related to this problem include:
• Errors may be observed during the install of the ArcGIS 10.4 for Desktop Prerelease or Final, including errors referencing ESRIRegistrationMgr.
• ArcMap 10.4 Prerelease or Final do not run and may report an error referencing the file MSVCR120.dll.
• 32-bit applications built with Microsoft Visual Studio 2013 that reference the MSVCR120.dll and that were installed after ArcGIS Earth 1.0 Beta, will not run.
• This error message has been reported on Windows: "The application was unable to start correctly (Oxc000007b)"
