插入比例尺后，Number Format设置小数位数后无效

【解决办法】：
1）要根据出图的比例尺，选项合适的比例尺单位，您的比例尺单位是mile（英里），比例尺出现小数点的形式；建议您将其更给为meter（米），这样避免出现小数。
2）如果在大比例尺下，仍要使用较大的比例尺单位，出现小数位数，通过小数位数设置，依旧无法取消小数位数的0值；Number Format设置小数位数后无效，已确认为bug。

BUG-000104915 -  Scale Bar does not always respect Rounding setting for number of decimal places specified under the Number Format.

A workaround is to resize the scale bar until you get the desired number format.
