【解决办法】：
问题的原因是 web service handler 不能连接som进程。
解决办法：On Windows, 点击 Start > All Programs > ArcGIS > ArcGIS Server for the Platform > GIS Server Post Install.
在网页中打开http://[host_name]:8399/arcgis/services?wsdl ，这个url 应该会返回一个xml文件显示web service handler 可以正常工作。
