    错误信息： ArcScan已经安装并且注册，但ArcScan工具条无法使用。
    原因：
    ArcScan没有激活，或者是raster图层超过了2种颜色值。

    解决方法： 1.确保ArcScan扩展模块已经激活。可以到Tools>Extension选中ArcScan扩展模块激活。
    2.确保raster图层是一个“bi-level”或者只有2种颜色的图像。如果raster超过2种颜色，使用'Unique Value' 或 'Classified Rendering'选项将图像分散为2种颜色。
    3.点击Start Editing进入编辑会话状态。
