用创建服务器缓存工具（导入预定义文件）和管理服务器缓存生成的缓存为什么有两级是灰色的呢？

比例尺总是会有两级是灰色的，之后在服务属性中设置最大最小比例之后那两级才会创建，这是为什么呢？

直接运行官方例子LocalRasterData，使用当中的拉伸方法，影像拉伸效果不是太好（基本像纯色，很难看到东西），不如ArcMap中直接选择标准差拉伸，效果就出来了。可能是因为我不太会设置参数，有没有一个东西可以参考。
