ArcGIS Workflow Manager for Desktop is an extension to ArcGIS for Desktop and must be uninstalled before ArcGIS for Desktop is uninstalled. The compatible version of ArcGIS for Desktop must be installed to properly uninstall ArcGIS Workflow Manager.
