Yes. This is because there is no direct relationship between ArcGIS for Server and the Geoportal extension. To upgrade ArcGIS for Server without upgrading the Geoportal extension, users must edit the main geoportal configuration file, gpt.xml, and have the Geoportal services point to the following URL, server.arcgis.online.com.
