No, ArcGIS Online currently does not support publishing group layers as feature services. Layers are displayed individually within the map contents, and group layers are only supported in ArcGIS for Server.

There are different layer types in a web map. Apart from having common properties, each layer also has unique properties and capabilities. Layers are separated into several sections based on the layer type and order in the map contents.

The display order of the web map layers are:
• Map notes
• Keyhole Markup Language (KML) and Web Map Service (WMS)
• Feature services and imported file-based data: shapefile (.shp), CSV (.csv), text (.txt), and GPS Exchange Format (.gpx)
• Map and image services
• Basemap

Layers can be reordered within each section. However, it is not possible to group and move layers between sections or change section order in the map contents. For example, a shapefile layer cannot be drawn below a layer that references a map service.

Users may group layers of feature services, publish the group layer to ArcGIS for Server, and consume ArcGIS for Server services through ArcGIS Online by adding the group as a layer to the web map.
