Yes, it is possible to view a Story Map Journal without signing into an account. To do this in ArcGIS Online for Organizations, the organization administrator must ensure the 'Allow anonymous access to your organization.' check box is checked.

On the 'My Organization' page, click Edit Settings, and click the Security tab.



As Story Map Journal is an ArcGIS Online web application template, it shares the same Share settings as ArcGIS Online. Additionally, the owner must ensure the web map is shared publicly.
