HowTo:  Create a line barrier in Network Analyst

The Create Network Location Tool works well when adding stops or depots that utilize a search tolerance, but not when adding line barriers; this is because line barriers need to line up exactly with the network dataset to be recognized and honored by the output solution. Here are two ways to correctly create a line barrier.

Option 1: Create a new line barrier feature class 1. Create a new feature class or shapefile that matches the coordinate system of the network dataset. 2. Bring the source data (streets) of the network dataset into the map document along with the empty line data. 3. Turn on snapping and create lines that exactly match those of the streets. The Trace tool can also be used to follow the lines. 4. Save and stop editing.
Option 2: Export the streets to a new feature class 1. Bring the source data (streets) of the network dataset into the map document. 2. Select the roads to be used as the line barriers. 3. Right-click the layer in the Table of Contents > Data > Export Data. 4. Save the line barriers as a new feature class or shapefile.
Load Line Barriers: 1. Open the Network Analyst window, right-click Line Barriers > Load Locations. 2. Select to load from the line barrier feature class or shapefile, and click OK. 3. Solve the output solution that now recognizes the line barriers.
