Follow the steps below to create a provisioning file.

Log into the Esri Customer Care portal.
Under My Software, click Authorization and Provisioning.
On the Authorization and Provisioning page, click the Provisioning tab.
Click the 'new provisioning file' button.
Under Core Products, select the appropriate Version and License Type.
Depending on the version and license type selected, choose the core product the .pvrc file is for and the number of allocations.
Under Available Extensions, select the extension required and the number of allocations.
Click the Create Provisioning File button to proceed to the next page.
Fill in the fields under User Information.
Under Delivery Options, select either the download or the E-mail button.
Click the Create Provisioning File button.
