In a parcel fabric, parcels are made up of three elements; point features, line features, and polygon features. Parcel polygons are defined by a sequence of individual lines, where each line feature has a 'from' and a 'to' point. The line features also store the COGO dimensions. Each parcel has its own set of lines, thus there are two lines that define common parcel boundaries. In a geodatabase, parcel polygons are related to their lines.
Therefore, it is not possible to delete an individual line segment because each parcel polygon is defined by a closed set of lines. This is why the Delete option is disabled via the the right-click menu and on the toolbar.
As a workaround, perform a 'Construct From Parent' to construct a new parcel from the existing ones. Once completed, the original parent parcel can be deleted or marked as historic.
For more information on constructing new parcel from a parent, refer to the following ArcGIS Web Help topic:
Constructing new parcels from existing parcels.
