wfs 转feature class报错

利用 catalog--toolbox--conversiontoolfromwfs 将WFS服务转化成栅格数据， 报99999错误。
无法发布同步要素服务失败

1. 发布地图服务成功，但是发布要素服务失败
2. 通过日志查看，出现如下错误
Failed to create the service.: ERROR: Service failed to start, Cannot connect to this server. System/PublishingTools.GPServer
